Anyone looking for public restrooms in German cities often has to search for a long time and usually has to pay to use them. In Düsseldorf, the capital of North Rhine-Westphalia, for example, there are only 22 public toilets for 620,000 residents. It's particularly difficult for women, as they can't relieve themselves standing up in parks, as is still common practice among men in Germany. This can result in a fine and often damage their reputation if they are caught urinating standing up.
Cities take a "problem-centric" approach. They see men who urinate standing up as the real problem that needs to be "eliminated" and build urinals to provide men with an alternative place to relieve themselves. Women, on the other hand, are almost invisible in public spaces when it comes to urinating.
